This is kind of "special" buttons, that appear only when you select appropriate Toolbat or Tab control. Maybe this was a bad idea to allow those buttons in this list.

Problem with showing User Toolbar3

This is showing, but showing in invisible third row. This is not right, of course.

I'm not sure why I can't catch toolbar events for fixing their positions directly. For now I'm added ability when you click on free area where toolbars placed, all enabled toolbars that hidden below corner will appear in second row. This is not perfect solution though, I'll leave this bug open so far.
